Escalation of Force or Let the Suspect Continue to Tantrum?

Here are two scenarios that are very similar but handled very differently (and no I'm not saying Canadian cops are better than the US or anything stereotypical). Both have been stopped by police for a traffic violation and both have failed to comply with police for some reason. One female called 911 to report her a Houston Metro PD officer while TPS called backup to deal with the other crazy lady. Houston Metro PD escalated and detained her for failure to comply and resisting arrest while TPS just think its not worth it to arrest for failure to comply on a simple parking ticket.

Bottom line is, police can either handle it the hard way by detaining you for failure to comply, or just let the suspect rant all they want until they realize they can't win in traffic court.
