One prison car IS FOR TWO PERSON. If you are calling it, you stopped two people. On the first people's menu use "Appoint for transport", second "Call for transport". It will take both.

Suggestion for (MTA, Forum, website): MTA Server Suggestion: Improve AI (driving and more), and for example, if I call for tow truck, it can spawn far from me, it can lag. I have seen a few tow trucks with half of their vehicles is under texture. They are driving in the middle of the way, other vehicles is rammed by it. On the highway, it drivers really bad.
