I suggest the creation of a new Rank available in big cities like LS, SF and LV. The Colonel Rank. To achieve Colonel Rank u need to have 29500 EXP. (29500-33500)

I suggest that we create a Flight Academy to train heli pilots. They pose a serous danger when they are untrained. They can crash and blow up. Not only do they blow they also kill NPCs or other players.

I suggest the creation of another police Rank available in every single Department. The Deputy Director of Operations for Joint Systems and Departmental Operations Command. (DDOJSDOC)

I have noticed that when many players become Lieutenants they get into Helicopter accidents and blow up (not only do they die, but they also kill NPCs or other Players) So I suggest the creation of a Flight Academy where u train to become a licensed Helicopter Pilot. Also I suggest that even when they become Lieutenats nobody fly helicopters until they pass this test. Also nobody respond as an Air Unit without having a Helicopter Pilot's License.

Suggestion: Ading AirCraft like commercial planes, cargo planes, private jets etc. Also the creation of an agency that deals with investigating federal crimes like the FBI.
