Which rule(s) did the offender break:

as soon as he arrived on the server, he started to speak Spanish. So me and other player remind him that the global chat is to speak only in English, we even suggest him / pm, but he refused and to continue.

Then I see him several times in a civilian vehicle and no patrol vehicle.

Which punishment do you believe is fair for the offender: The temporary or permanent ban

I could not take a screenshot when he was speaking Spanish in the global chat but I was able to take a screenshot when he was riding a civilian motorcycle and not in a police car :

I need proof of the rule violation of speaking not English in global chat to be able to do something about it. I'll give 24 hours for you or someone else (WITH PROOF) to reply with the proof.

EDIT: User will be banned 12 hrs reason stealing civilian vehicle. No sanction to be issued for non-English
