That is the Crippen Memorial Hospital which if/when EMS is introduced to the server it would be positioned there. Also I don't think every single town needs a police station. I purposefully omitted Montgomery, Blueberry, and Las Payasadas so that it would still be realistic in the fact that rural areas have their law enforcement more thinly spread. This is wrong, I install all of my mods via GGMM and have no issues. Do however make sure you have turned off default modifications in /settings
